A magic spear that grabs and then reels in an opponent?
That is awesome, and has literary precident...
...okay Mortal Kombat.
STILL!
Can't exactly say a magic weapon being unrealistic is a very valid, nor cogent argument against its existance. I mean, the weapon returns to you automagicly as a part of simply being magical; this weapon just happens to bring someone along for the ride.
And it's impossible to say it's an oversight when they give it to a group of weapons that tend towards the heavy thrown property, when the other has reach. As well, the wording is 'pull adjacent to you' not 'pull one square' so that shows the power was designed with a reach/range greater than 2 in mind...
It is -always- up to the DM. It even says so in the rules! Rule 0 -always- applies. Whether applying it or not is appropriate, however, is a different story.
Let's see...
Go for an dragon sorcerer dagger/spear build, with fire, fire, and moar fire....
....this is not a terrible concept.

Enchant Magic Item ritual says it's often not up to the GM.
Either to say outright it doesn't work, or allow it.
