GREYHAWK 3E to 4E: Do I need a world-shaking event?

Well, a "minor" shakeup could be the arrival of the Dragonborn from another continent (other than Oerik, Hepmonaland, Telchuria, and Polaria; those 4 need not necessarily be the only continents on Oerth—just the mapped/known ones).

The dragonborn could be from a distant empire on another continent, and sailed to Oerik/the Flaeness in search of more land/resources/etc. The dragonborn could come into violent conflict with the Oeridians as a result (the closest analog I can think of at the moment is the European exploration/expansion into the Americas).

The change in how magic works (if you think that it may need to be addressed) could be a result of the will of the uncaring Boccob (perhaps he thinks this is a better way for magic to behave), or even Zagyg (who, as a demigod, has embarked on his greatest experiment yet—one on the very nature of magic itself).

I like the idea of the uncaring Boccob changing the way magic works. Maybe he does it every so often for whatever inscrutable reason. Maybe he's upgrading the system so that magic stays fresh or responding to the infinite changes of the multiverse.

Simple answer: Only if you want to.

Absolutely, positively, you do not NEED a world-shaking event! But, if you WANT one, then knock yourself out (or blow it up, or take it out... - you pick the metaphor). There's a lot of good ideas in this thread about how to shake up the world, but only if you want too. If you don't want to, you don't have to, just slowly introduce the new elements of 4E (dragonborn, tieflings, powers, etc.) and press on from where you are.
