Personally, I think the "metamagical system" from GURPS Cabal could be converted pretty easily to d20 - just use the D&D spells instead of GURPS spells, figure out the decan, and assign DCs for each spell level.

That would be pretty cool. And given the background of GURPS Cabal, it could be used with d20 Modern (or Spycraft, or whatever) as well...
