The way it reads in the MM, it seems to affect class HD and monster HD, not just monster HD.
Given the fact that being a half dragon is going to cost you 3 levels worth of hit points, I'm inclined to grant the increase to class HD as Monte intended. *shrug*
Not to mention it blatantly contradicts the DMG NPC template for half dragons (which specifically says that class levels count).
Funny how he's willing to use judicial review on this, but on the infamous matter of harm noones willing to give the stupid thing some sort of save.
I agree with Caliban, the Sage is changing the rules with nothing to back him up. Personally I'd reply back to his email and quote the DMG page as evidence against his point. I've done it before and gotten responses (normally I was wrong). If nothing else it might make them errata it.
Also bringing up liches and vampires would be a definate must since they work in basically the same way (changing character HD to d12s). Unless he plans to change that too, which would be a blatant disregard for the rules as written. I'd very much like to hear his reasoning on how the two templates are different.
