Not even close.
I agree that humans seem to be the best core 4E class (as in 3E). But remember that the power you get from the multi-classing feat is set e.g. Warlord MC is a daily Inspiring Word); whereas the half-elf can choose any @W and use it as a /E. Not a power issue but more of a choice issue

Humans are the best again, but half-elf are not suck. I am looking forward to trying a half-elf because of the @w /e power. And I am guessing they will be able to take both human and elf feats.
 

I guess the half elf at will isn´t restricted to the class you could also multiclass into. Also you can take the at will from a class where you don´t have a high enough ability score...

They also have low light vision. I don´t know how you play, but in my experience, low light vision is very valuable in 3.5. It easily beats the 1 feat. (i would always use a feat to get better vision in 3.5)

I'm having a hard time thinking that another Class's at-will power usable as an encounter power is all that great. I guess it adds a little for multiclassing but it doesn't excite me much.

I can think of a few:

Reaping Strike (a solid chance to inflict some extra damage if you need to).
Commander's Strike (for you when your ally really needs to get an attack off)
Piercing Strike (sometimes you need to stop attacking AC and go after something else)
Sly Flourish (big damage!)
Lance of Faith (gaining both an attack at a distance and one which targets reflex would be a huge boon for a fighter or paladin)
Scorching Burst (an area of effect spell for a melee class or a striker to help thin a crowd? Priceless.)

And that's just what we've seen so far. Are they game-breaking? No. But can they make a huge difference when you're in a tight spot? You betcha.
 

My thought right now for a half-elf is a scout; rogue/ranger and take the ranger's at-will TWF as an encounter power and at 2nd get the TWF feat. The skills make for a solid scout and should be mobile with lots of damage. A glass cannon! The half-elf racial adds to the overall dual-classing feel.
