Half-Elf vagueness -Dilettante Abuse?

It says you can take an at-will power. While this might be taken to mean "Any power that can be used at-will," it means the four at-will powers that each class can choose from.

For example: You can't take Mage hand, Lay on Hands, Divine Challenge, etc. etc.

I mean, you don't even get those when you multiclass! There's no way a half-elf can get them for free.

It's "Any At-Will Power" so Utility Powers that can be done at-will are out. So there AREN'T any At-Will powers that are above level one.

Move along there's nothing to see here.

It says at-will power. But weren't the categories, At-Will Attack Powers, Encounter Attack Powers, Daily Attack Powers, and Utility Powers?

The half-elf says "at-will power."

The PHB says "The paladin has three class features that work like powers."

The PHB lists these "three class features" under "Paladin Powers."

I think it's kosher... ('~' ) ( '~')

Divine Challenge from the Paladin Multiclass, Healing Word from the Cleric Multiclass, Hunter's Quarry from the Rangers, Sneak Attack(Kinda) from a Rogues, and Inspiring Word from the Warlord Multiclass feats are all powers that are given as features but are given to use at a lesser rate. Similar to the Half-elf ability. Even Combat Challenge and Fighter Weapon Talent are both given as a per-encounter use for the Fighter Multiclass, but shortened to the end of your next turn duration for two effects.

"At-Will Power" is a category. "Utility" is a category as well, even though some Utility powers can be used at-will.

There's nothing broken here, because the only "At-Will Powers" that exist are 1st-level powers. The rest are simply Utility Powers or class powers that happen to be usable at-will.
 


Just where in the PHB does it say that At-Will Powers is a category of its own? I only keep seeing At-Will Attack Powers, which encompasses most of those level 1 Powers you choose two of. At-Will Powers I keep seeing seem to me to be literally powers with At-Will for usage. At-Will Attack Powers, Encounter Attack Powers, and Utility Powers on the other hand are the limitations for skills you can choose, as well as the number, for recieving or replacing powers as you level.

I guess the reasoning is that although they are used as at-will powers, they are designated as Class Features. Since they work like powers they list them under Powers, but the only "At-Will Powers" are those listed under "Level 1 At-Will Prayers" or "Level 1 At-Will Exploits," for example.

I am starting to figure that out, but when I was reading through those were called At-Will Attack Powers, not just At-Will Powers. You don't receive more At-Will Attack Powers, other then the two you start out with, but you can retrain them as you level. What I just don't, or at least unwilling, to grasp is how the other literal At-Will powers seem to not count despite being just that. Hunter's Quarry, Sneak Attack, and Warlock's Curse aren't At-Will powers, despite being class features as well. They aren't listed under their Classes Powers, and only in their features so a Half-elf can't copy those. All three could easily have had a power section, yet they lack them. My take is that the Class Features listed under the Class Power column are powers the class receives for free, outside the leveling constraints that would normally pose a problem.
