But yeah, at-will powers are their own specific category; some utility powers can be used at-will, but are not at-will powers.

It's clear that this is intended only for the four At-Will Powers at the start of class descriptions. Trying to pretend it's otherwise is ludicrous. (And that attempted mis-intepretation is made even more ludicrous when you look at the Human racial features. Sure, that one doesn't let you choose from a different class, but it doesn't limit you to one use per encounter, either.)
