Half-Elves cross class power

Actually... on further thought, the human and half-elf might get the same thing.

Either:
1 At-Will power from your own class (as an at-will)
1 At-Will power from another class (as an encounter)

I'd suspect the human could take a power from another class... or it may be that half-elves can take from their own class _or_ wizards (due to eladrin ancestry I suppose). That seems a lot fishier though, but may as well list it.

After looking at all the characters used at DDXP I was curious if first level characters get 2 at will, 1 encounter and 1 daily why does the paladin have 4 at wills, 4 encounters and a daily?

I noticed that the extra ones say Paladin Feature as opposed to an attack. Does that have anything to do with it?
Yes. Everyone gets 2/1/1 "powers" but these are not the only abilities they get. Rogues get things like sneak attack, +1 with daggers, a tactics ability, more skills, Wizards get cantrips, can make a spell a basic attack, and possibly access to Rituals, Fighters get combat challenge, combat superiority & bonuses to melee. Paladins get Lay on Hands, Divine Challenge & Channel Divinity.

And yes, this would be why they're called "Paladin Features" as opposed to "Paladin Attack/Utility 1"

That is possible, but I don't think right. My guess is humans get the first, demi-humans (sorry 1/2 elves ;)) get the second. Just cos the second goes so well with the 1/2elf multi-classing schtick (confirmed in R&C) and the first slots nicely next to the humans have another trained class skill. That is if it is a trained class skill :)

Yes, cos they are paladin class features which are different from class powers. The number of class features varies with class but it appears you get the same number of WED powers no matter the class.
