Halfling Rogue Pregen Question.

I'm looking over the quick start rules and the pre-gens in preperation for playing through KotS on Saturday.

The Halfling's attack powers all seem to have either +8 vs AC and (x)d4+4 as damage with the exception of "Sly Flourish", which is +8 vs AC 1d4+7 for damage.

The way I'm looking at the Halfling's basic attacks, it appears to me that all of the powers are based on the Ranged dagger attack. Do the stats listed in the powers stay the same no matter the attack type, or should I change the numbers if the the halfling makes a Melee attack when using his powers?

I'm sure I'll have more questions later, but any answers to this should tide me over for a few hours. ;)

Basic attacks in melee seem to always Strength-based for attack and damage, while basic attacks at range seem to be based on Dex.

The rogue powers, however, are all Dex-based (at least the ones we've seen), regardless of whether you are using them in melee or at range.

The common assumption on Sly Flourish is that it adds your CHA as a bonus to the damage.
 

I questioned this also, and wrote to Mike Mearls to ask. He confirmed that those rogue powers essentially grant "weapon finesse" allowing the rogue to use his dex bonus to hit no matter which weapon. In the full rules he will only get to do that with light weapons I think.

I can't wait to ge the core rules so I can get a more full understanding of the way the system works.

The "Dex based Rogue powers" makes sense to me. I guess I should stop trying to figure out the whole system from the snapshot of the rules in the quick start guide, but I really want to dig into this game.

I was totally opposed to 4E on principle when it was announced, but I've really changed my opinion after comparing what I know about it to my experiences with 3.X. Most of the changes I've seen are positive for my playstyle, and I really don't mind the few that aren't (diagonal movement and Dragonborn I'm looking at you).
