Haste's Partial Action

Just wondering...

1) As a partial action you can "start a full-round action", so for example a hasted spellcaster could cast 3 Summon Monster every 2 rounds, isn't it? Such as:

R1 - full action = cast SM , partial action = start casting SM
R2 - partial action = finish casting SM , full action = cast SM

But if "start a full-round action" is a partial action, what is "completing a full-round action"? Of course it is another partial action, but if the Haste effect ends before R2, is "completing" a standard action or a MEA?

2) Can or does it make sense to use Total Defense while hasted? You use a FRA to do TD (and get a move with it), then you still have a partial to use. Do you retain the TD bonus until the next round or does it go off before/immediately_after the partial? What if you FIRST take the partial and THEN the TD's move: do you have the AC bonus during the partial (e.g. if you suffer AoO)?

3) Can or does it make sense to Refocus while hasted? Refocus is a FRA with no 5ft step allowed, but do you get the partial action from haste? Can you Refocus both before or after the partial?

Come version 3.1 all your concerns will disappear.

But until then
1) No, 2 partial actions do not make a full action.
2) This is a perfect example of haste wrecking havoc on my mental well being. ;)

2 partials do make a full action. You could cast 2 summon monster spells in 2 rounds but each monster would get in a full set of attacks 1 round earlier in normal. You could start with a partial and finish with a standard and have a MEA left over and not worry about having your spells disrupted.

I don't think you can do a full defense and attack in the same round just like you can't charge and then partial charge again in the same round.

You would refocus once to get a full round and 2 partials in a row? It doesn't seem like refocus is really worth doing.
 

(1) Actually, I believe if you dig into the FAQ you'll see that the Sage added a ruling that a partial action lets you immediately finish a pending "1 full round spell". Under that ruling, you'd only get 2 summons in 2 rounds, but the monsters appear immediately in the partial action.

(2) Depends on whether the PHB precisely states it last until the next "round" or the next "action". If the former, I believe you could do it, in accordance with other Sage rulings that haste does not alter per-round limitations.

(3) There's no actual advantage to doing this.
