I've seen some interesting interpretations of this. One such interpretation was that the bonus only applies once. So the first time you regenerate, you get the bonus, then the bonus resolution is done. You don't get it again.
While a bit odd, I find this to be a reasonably balanced way of handling it, if you don't want to just say "no it doesn't apply".
The "no it doesn't apply" justification would be that when you use the power, no hit points are gained, so there is no bonus. On the target's turn they regenerate, but at that time, you are not "using" the power.
