I think a case could be made that since 4e is an exception-based rules system, and most ranged attacks use Dex, but the Heavy Thrown quality is an exception to that rule, which requires you to use Str instead, that exception applies to any ranged attacks using that weapon, whether a basic attack or an attack power.
It would be a waste of space to note, in every single ranger power, that it uses Dex unless using a Heavy Thrown, in which case use Str. And it doesn't need to say that, because the Heavy Thrown quality already lists the exception to the standard ranged=dex rule.
Also, think of it this way... should a Range styled ranger maxed out on Dex with an 8 Str be able to use Dex for all his Heavy Thrown Weapon attacks? I'd say no, he needs to follow the HTW rules exception and use Str, like everyone else.
