Complete Arcane:
Repeat Spell [Metamagic] Pg 82
Activates again one round later originating from the same spot affecting the same target as long as it is within 30ft of original position. No touch spells

Pg 84 Twin Spell
Immediately cast the spell again in the same area or affecting the same target, simultaneously. Any variable effects are rolled twice.

Complete Mage
Pg 46 Residual Magic [tactical]
Lingering Metamagic: allows for you to add 1 Metamagic to spell at no level cost if you used the feat in the previous round on the same spell. You can only use one metamagic feat and the second casting does not count as using a feat for purposes of this spell.

Now to clarify a few thing for me I'm using magic missle in combination with these feats would this round progression be right?:

1st round
A. Cast a Repeat/Twinned spell
B. Cast a Quicken/Repeat/Twinned

2nd round
A. Repeats 2nd casting but twinned
B. Repeats a second casting not taking up my quicken slot
C. Lingering Cast Quicken-Repeat/Twinned
D. Cast a Repeat/Twinned
E. Cast a Quickened/Repeated/Twinned

3rd round
C. Repeats 2nd casting of twinned spell not taking quicken slot
D. Repeats 2nd casting of twinned spell
E. I don't think E. was possible but if it is Woot!
F. Repeat adnauseum untill DM gets pissed and has everyone walking around with shield spells.

I don't think you can combine repeat spell and residual magic since the two casting are not identical.

Residual magic has the second casting of the spell not count the metamagic feat - the first casting still does.

Repeat spell is casting the same spell (in all ways including using up spell slots) in consecutive rounds.

I think you can only use Residual Magic, when you actually cast a spell. The repeated spell is already cast and it's just part of the effect, that it happens again, that is not a spell you cast in the 2nd round. Not really.

You could cast a Repeat Twin spell and then cast the exact same Repeat Twin spell quickend for free in the next round.

1a Repeat Twin MM with Standard Action
1b Quickened Repeat Twin MM with Swift Action

2a the repeated Twin MM (no spellcasting, just an effect)
2b the repeated Quickened Twin MM (no spellcasting, just an effect)
2c Repeat Twin MM with Standard Action
2d Quickened (Repeat Twin MM (1a from last round)) using Residual Magic to quicken with Swift Action

3a the repeated Twin MM (no spellcasting, just an effect)
3b the repeated Quickened Twin MM (no spellcasting, just an effect)
3c Repeat Twin MM with Standard Action
3d Quickened (Repeat Twin MM (2c from last round)) using Residual Magic to quicken with Swift Action

Of course you need a way to lower the level of the added metamagics or some way to add them for free for the quickened repeated twinned spells already. But that's certainly possible.

Thanks for the clarification. In what ways can you lower the spell slot cost? I only know of one feat in PHB2 that lowers it for only one spell.

That PH2 feat, arcane thesis, lowers every metamagic feat you apply by one level, for starters. There is also Practical Metamagic (either Races of the Dragon or Dragon Magic, iirc) if you are dragonblooded (and possibly a sorcerer, I forget) that reduces the cost of one MM feat by 1, and can reduce it to zero. Then there is Easy Metamagic (Dragon #325; Dragon Compendium), which does the same thing w/o the requirements of PMM, but can NOT reduce the cost to +0. Both of those feats can be taken several times for different metamagic feats.

If you're a cleric, there's also divine metamagic...
