HELP! Dice Probabilities

Last month, someone posted a "standard stat block" based on the 3d6 dice probabilities.

Now, could someone check what the average roll of 3d6 twice keep the best would be? And what a "standard stat block" for six stats developed that way would be?

The average stat is 12.18

I'm not sure how to build a "standard array". If you divide the population into hextiles and give the PC the stat that hits the mark, the stats look like 10, 11, 12, 13, 15, 18.
