Help! Is my player cheating?

No clue what a davati is, need citation. So he's playing two characters? As DM, that's one of many things, you can just say no to.

Its not a deva, but a davati. They are In one of the dragon magazines. This part got left out of my original post for some reason. The davati are a split soul vessel basically. So two bodies sharing one soul. Which means in total he is doing around 70 dmg a round. Which is why it seems to high for level ten.

Never heard of it. And your explanation makes no sense. You're saying there's a race released in Dragon magazine which allows anyone to double their DPR?

EDIT: I did a google search for "4e davati" and didn't get any hits save for some other discussion on ENWorld. It's some kind of 2 PCs in 1 deal? So if you've got a small group it's a way for a player to run 2 characters?

I call bs.

I have a subscription to dragon and all the back issues, and while they've produced some wild and wacky stuff (Revenant, Vampire, etc) they have not produced such a race, nor would they ever. That sort of garbage breaks the action economy of 4e.

Well we've narrowed down the actual problem, a PC playing two characters. Tell him to stop.

You should note that the source you linked above isn't a Wizards of the Coast site, but a fan maintained wiki. Dvati are a race that were last published in the Dragon Magazine compendium for 3rd edition D&D, but is not among the races that Wizards of the Coast have published for 4th edition. I've seen a few homemade adaptations for 4e when I did a search to recall it.

While its not precisely cheating to have one in a game (maybe you have a lot of homebrew stuff in the game already?) I'd be very wary of allowing one into one of my games.

From a balance standpoint, allowing a character to split their hit points and then get double the actions could break 4e's careful action economy. All the official character options that allow a single player to control more than one creature (summoning, animal companions, etc) limit them to sharing the number of actions that a regular PC gets. Normally a PC gets a move action, a minor action, and a standard action - and when they control a second creature, if they want the summoned creature or animal companion to attack the rules requires the player character to give up their attack.

I'd suggest you review what sources you're suggesting people use to make their characters, then take this up with your dvati player.

So not only is it a home-brew race, but it is one that was not even judged balanced enough to make it on to the list of home-brew races that the site gives a nod to.

So yes, unless you have approved it, he is cheating of wrong if he said that was from dragon magazine. Given that he is apparently using random races from the internet, then it is indeed plausible that he is using made up feats as well.

I would ask for his character sheet and get a friend with a DDI subscription to check that everything on it actually exists.

On an unrelated note, I have no issues with a Striker doing that sort of damage at level 10. In my game this week, the level 5 PCs came up against some enemies. The scout charged, hit for 43 damage. The Slayer charged and hit for 46 damage. They are not even properly equipped yet.

'Properly' equipped a level 5 slayer can regularly put out 6d6(brutal 1) + 1d8 +1d6 +18 damage on a charge, for an average of 50 damage.
