Help me make a 3rd level Drow Sorcerer

This is sort of a "gift" for a lapsed player of mine.

I am basically looking for suggestions on everything.

Only "guidelines"

-chaos sorcerer (of course)
-powers from PHB II, unless you really think its needed
-mind *#&%s are good
-feel free to throw in a magic item or maybe two
-given the above, don't hold back on the power

I suggest using rogue multiclass, it has a lot of synergy as long as you use a dagger.
You have a few options from racial powers to get CA, which makes for a good opening in a tough fight (cloud of darkness + sneak attack with ranged spell through the dagger).

Also, rogue multiclass helps you focus your build. You can get other things that boost your CA, like a subtle dagger and perhaps even the nimble blade feat.

I was making a similar character (a bit higher level though), I don't remember all the powers, but below are some good ones:

- At wills: Chaos bolt and Burning spray (latter good especially at paragon with arcane reach, which is something a chaos sorc will probably qualify for easily).
- Encounter: Flame spiral (amazing both offensively and defensively)
- Daily: Slaad's gambit (good defensively, and helps with positioning your next AoE)

Feats:
- Arcane blade channeling (I like it, and it gets better for chaos sorcs now when reaper's touch becomes a Shadar Kai only feat). Flanking is nice and you avoid OA's in most situations.
- Leather armor prof.
- Sneak of shadows

There is also one drow sorcerer feat that gives bonus with psychic or poison powers when you have CA, I was thinking about taking it, but I'm not sure if it is a feat bonus.

Eventually you probably will use two implements. I was thinking of using a subtle dagger and a staff of ruin or vicious dagger.

Daggermaster is a decent Paragon path for this build, but thematically there are some others that might work better. I would probably get a jagged dagger if I don't go daggermaster.
 


Drow make excellent sneaky scouts, but as a Sorcerer will need to find a way to get Stealth and Perception. This generally costs two feats (Multiclass Ranger, Warlock or both), but can also be done with a Hybrid.

Here is a Hybrid Sorcerer|Rogue that should be both fun and effective. The idea is to take Rogue powers at levels 1 & 2 and then focus on the generally stronger Sorcerer powers at level 3 and above. In order to maintain the Sorcerer focus throughout the progression, take Sorcerer powers first, then retrain the level 1/2 powers to Rogue at levels 3, 5 and 6.

Not necessarily true. Your background can allow you to make a non-class skill a class one.

I've actually built a lvl 4 drow storm sorcerer for a game here, take a look if your interested:

LEB:PC:Tamarand (renau1g - ENWiki)

Acid Orb - in case you have a warlord, nice to have a basic attack
Blazing Starfall - nice to have a burst power, radiant makes it extra good when dealing with undead.

Bedeviling Burst - targets will and pushes 1 or 2 creatures.
Flame Spiral - targets up to 3 creatures
Ice Javelines - targets up to 3 creatures - the benefit of hitting the multiple creatures is it greatly increases the odds of a crit, and grab a Vicious dagger to take advantage.

Also, with the feat selection I went with I focused a bit more on AC than damage as if I'm going to be using close bursts, that means the enemies are close as well. Having a 20 AC at level 4 isn't bad for a striker.
