Help with designing some scifish warlock stuff

First Post
I have this idea for a radiation warlock. the idea came to me because of a feat out of the recent warlock articale in Dragon Magizine preforming the pact. The feat is spirit poison, and it gives a warlock power that has either posion or necrotic, the poison or necrotic keyword depending on the which keyword it has. Now the reason why this is important, is instead of making the radiation keyword I have been saying that radiation is the combination of two keywords: necrotic and poison. The dark pact warlock has alot of powers that have either poison and necrotic keywords.

Now the idea I need help in is designing a paragon path and epic destiny based on the radiation warlock idea. The paragon path I don't really have a solid idea on, except the name Lord of the Nuclear flame (or radiation priest but I even less of a solid idea for that). But for the epic destiny I have the Living Radiation (Avatar of the split Atom), basically a transformation epic destiny, Where you become a being of pure destructive energy....but thats all I got...as I said I'm not every good at coming up with these things, so any help I can get I'll be thankful

One of the things about poison and necrotic powers is that a lot of them are ongoing damage-based. This means you need to get penalties to the target's saving throws as often and as much as possible.

That fits well with radiation sickness so I'd concentrate on powers and abilities that give penalties to saving throws vs. ongoing damage and bonuses to boost ongoing damage totals.

below are some extracts from one of the paragon paths of my Navigator class that you may like the look of, the rest of the paragon path probably doesn't fit your warlock pact (the navigator is a leader), but there were a few bits that I though might be useful either as is, or for inspiration.
[sblock]
From the Saeculorum PP
Aging Attacks (11th Level): When you hit with one of your powers with the necrotic keyword you also inflict the weakened status until the start of your next turn.

Withering Action (11th Level): When you spend an action point to take an extra action, you can also choose an enemy within 5 squares of you. That enemy takes ongoing necrotic damage equal to your level (save ends).

Weight of the Ages Saeculorum Attack 11
As a foes strike lands on your skin, you unleash the ruin of 500 years in a matter of seconds. Foes skin withers and their eyes sink into their skulls as age makes them frail. With an extra push you age their equipment too.
_______________________
Encounter ✦ Psionic, Necrotic, Time
Immediate Interrupt Close burst 5
Trigger: You are hit with a melee attack.
Target: Each enemy in burst
Special: You can choose to spend a healing surge before you make the attack roll. If you do you can choose one of the following two effects to add to the 'Hit' line.
... and the target takes a penalty to AC equal to 1 + Constitution modifier (save ends).
... and the target takes a penalty to attack rolls equal to 1 + half your Constitution modifier (save ends).
Attack: Wisdom vs. Fortitude
_______________________
Hit: 2d6 + Wisdom modifier necrotic damage and the target is weakened (save ends).

not very striker, but could be easily refluffed as a radiation burst or something.[/sblock]

Pretty cool, I like the first power though I would add powers with necrotic and poison to keep the theme, not sure about the others.

I'm mainly asking for help cause I was bad in earlier editions when it came to balance, and I have ZERO clues on how to make either a paragon path or an epic destiny.

Either way, thanks for everyone helping out, keep the ideas coming maybe we can get it working.

Some ideas:
1. The radiation you're talking about sounds like alpha particles. What if your radiation warlock also could generate gamma radiation (perhaps radiant + poison damage?), that might be a good level 11 encounter power or a level 20 daily.
2. X-ray vision?
3. Resistance to radiation would be a good thing for this PP.

For an epic destiny, one place to start might be the Radiant One from Dragon #366, "Wish Upon a Star". Basically, you become a living star.

For help designing Paragon Paths and such, I'd take a look at the blood mage. A warlock tied to radiation poisoning and such would seem like an easy choice to deal damage to himself in the process of raining destruction down on his foes. Or instead of dealing damage, inflicting status effects on himself. For instance, the 11th level ability of the blood mage, Bolstering Blood, allows him to deal 1d10 or 2d10 damage to himself and the same additional amount to the target when using an encounter or daily power. For the warlock, what about becoming weakened after using a power, and adding 5 ongoing damage(save ends). The warlock could also be allowed a save to end his weakened status.

Some interesting ideas, I'll take a look and see if I can come up with a working idea. also I want some opinions (and help in priceing) two items I have ideas on.

The Plutonium Rod

Property: Add either the necrotic or poison keyword to arcane attack powers, if the power already has both keywords add an additional 2 points of damage on a successful attack.

Encounter Power

Encounter, Minor

When using an arcane attack power with either the necrotic or poison keyword, add the weakened status effect, this effect lasts till the end of your next turn. (more powerful versions making it a save ends and a save ends with a penalty)

The Uranium Rod

Property: Add either the necrotic or poison keyword to arcane attack powers, if the power already has both keywords add an additional 2 points of damage on a successful attack.

Daily Power

Daily, Minor Action

When using a ranged arcane attack power that has either the necrotic or poison keywords, change the range from ranged to ranged burst with the range being half of the original range and the burst equal to the enhancment bonus of the rod
(the more powerful version having the duration increased from a single power to the end of the characters next turn.)

So here are the two ideas, and yes my formating sucks I'm not used to writing powers. I'm not sure if they are balanced. So tell me if they sound to weak or to powerful.
