Yes. It even provides Iconic Divine Characters for exactly this purpose (each with multiple incarnations of power).

Yes. I have posted my Challenge Rating Rules here many times (as I am sure others would report). They can accurately determine any deity/character/monster very easily. They also addend the current rules which disinitgrate above CR20.

Technically there is no minimum level for Divine Rank (according to WotC) although there is a table in my book for suggested level range.
Yes I have ECL for DR.
There is no change for high starting stats (in and of themselves) however I do have the ECL determined for both Disciple (Chosen of/Divine Champions) and Quasi/Hero-deity 'templates'.

Yes. Although I had to modify my previous Portfolio Rules over to Domains instead (a simple refit).

Well, I am working on a number of Pantheons but they may not be included in my initial body of rules (The IH is already 200 pages). I do have 10 sample deities detailed in the initial rules though.
Though I am not sure about what you mean by the different methods? Can you explain this a bit further?
