High level magic items.

When creating a non-weapon non-armor magic item, is there a "+10" limit to what can be placed on an item?

Example: Cloak of protection +5, resistance +5.

I remember reading somewhere that the difference between a low level characters magic and a high level characters is that the low lvl will have a lot of minor items, where the high would have a few major items that cover everything.

So... what's the limit guidline?

There's no limit on non-armor, non-weapon items. Still, cost is a limiting factor. A +5 ring of protection and +5 cloak of resistance could be combined into a cloak of protection +5 and resistance +5, but it would cost an additional 25,000 gp.
