Well, the Pulp Heros mini setting in Polyhedron was 41 pages or so, including art, and a ToC.
The chapters were:
Introduction
1) Sinister Origin of Doctor Prometheus (character origins, similar to background feats)
2) A Dame With Class (character creation proper, tons of classes)
3) A thousand Skills a Thousand kills (skills)
4) Feats of Daring in the Palace of Peril (feats)
5) into the pulp era (roleplaying guide and morefun stuff like quirks)
6) the deadliest equipment cmoney can buy (obvious)
7) Chasing the sky Wraith (vehicle rules including planes!)
8) The Discoveries and Powers of Prof> Prometeus (spells and psychic powers
We should do something similar, I think.
1) Misty Harbor (insert subtitle) - the intro, and a history of the place, and a flavor story
2) Details of the city like NPCs and locations.
3) Engineers and Explorers - character creation including any background feats if we want those, and new class(es)
4)_____________ - skills, feats or a list of which feats may not necessarily be appropriate (can't think of any myself, or that may work differntly with certain tech)
5) Rule sets like item creation and auction
6) adventure and story seeds.
Obviously the setting material, including the details chapter will fill the most, but we will have a hefty rule set addition, and also some character stuff.
