How do you get +34 in diplomacy as a level 9 PC?

Let's see... I'll do just core and see where we end up....

start with an 18 cha- kick it up to 20 in boosts at 4 and 8.... gives a +5

level 9 means 12 ranks.

three different synergies grants a +6

skill focus (diplomacy) and Negotiator gives a +5.

That brings us to... 28

Cloak of charisma +6 gives another +3.

31... hmm... A masterwork 'diplomacy' item gives us another +2...

that would be 33... after that, I'm stuck.... so dang close... maybe some sort of magic item that grants a competence bonus?

Pale Green Prism Ioun Stone gives a +1 competance bonus to skill checks, among other things. I'm sure there are other miscellaneous +1 bonuses someone could grab. Prayer would give +1 (unnamed I think), Heroism +2 (morale) (for 10 minutes per level)

With all sources available, you can hit +34 on a single check without even any items. Using the divine insight spell would give you +14. From there, you'd have 12 ranks (+26), +6 from synergies (+32) and only need a 14 charisma to hit +34.

Without divine insight, you could substitute a greater choker of eloquence giving you a +10 bonus (for only 24,000 gold) and a medal of gallantry, both from the Complete Adventurer, for a total of +12 from items, meaning you'd need an 18 charisma.
 




Rystil Arden did +34 Diplomacy by level 3 using a Half-Elf Wizard 1/Psion 1/Warlock 1. Level 9 should be easy. ;)

I thought about that, but you don't get a diplomacy bonus against favored enemies, do you?
