How do you stat the town guard?

No, Guards could fight on the PC´s side...

but encounters, which PC don´t take part in, should be narrated, not played out.

In encounters, where you have some companion guards, you should think about the parties needs:

if you lack a leader, maybe a warlord-like companion would help. If you lack a defender, a little phalanx could help.

But for the most part: use minions

One hit takes them out of the fight. (Let tham have a saving throw with modifiers to see if they are dead, unconscious or crippled)

I also like to use minions which die after two hits as companions. Depending how many guards might fight with your heroes.

If the heroes however like to start battles with everyone, i would have certain important guards (like those which protect the lord) be soldiers of a certain level which can tech the players some manners... but only if it makes sense in the specific enviroment:
Level 1 PC´s trying to overpower the local lords guards should get a lesson in humility...
