I like to think of a chaotic society as closely resembling something like Feudal Europe. Each individual country was ruled by Law, yet the society as a whole was chaotic, what with ever changing borders, alliances, treaties, etc.
Contrast that with Drow society as an example. Chaos (social and political) is an everyday occurance, yet the society as a whole is ruled by entirely by law (such as it is).
