How does the Ranking system for Top Site Work?

I've been looking at the ranking system on the EN World Top Sites, and can't figure out how it works.

I see sites that have less votes but are ranked higher than others. Is this supposed to be like that?

It's rated by number of votes, not average score. If you look at the "IN" total next to each, you'll see the sites are listed in descending order.

By the way, is there a text message or directions on creating a button that I can use? I can't seem to find it for some reason...

It's in one of the menus - under Edit Site, if I recall correctly. It's a long, long time since I actually added a site to it, though.
