How is chill touch supposed to work?

Chill touch says the target can be "creature or creature's touched (up to one/level"

later it says "You can use this melee touch attack up to one time per level"

When exactly are these attacks made? All in the round the spell is cast as part of the standard action to cast the spell? In the rounds following as regular melee attacks?

The duration on chill touch is "instantaneous"

Touch attack spells are discharged as part of the standard action of casting the spell. In the case of chill touch, there are multiple potential discharges. The first touch would be discharged as part of the standard action for casting the spell. After that, the caster would be "holding the charge", and would be able to make touch attacks in subsequent rounds as attack actions.
 

While I agree with Olgar, this raises a secondary question associated with this spell... how does the feat Reach Spell (or Touch to Ray, if I'm thinking of the wrong feat) affect this spell? Do you get multiple ray attacks with it up to the number allowed by the spell?
 

Well, the first touch attack isn't discharged with first casting the spell. You just get a free attack as part of that casting. You can cast a touch attack spell and hold it from the get-go, without whacking someone at all. No offense--just a semantic issue that could get confusing (to me, anyway). :)

And, yeah, the spell gives you X charges with a casting--and those charges are expended each time you successfully whack someone. If you had three attacks, you could potentially chill someone thrice...nice! :)

(And, remember, if you touch ANYTHING while holding a charge the whole spell goes "poof".)

Yep. Same spell. It's just changing the method of delivery. :)
