How many hits should it take to drop a monster?

1. 1/2 hitpoints and +1/2 level in damage.
2. 1/2 hitpoints and replace damage modifier with level.
2. 1/2 hitpoints and double damage.

Assuming you're not changing the PCs, half hit points for monsters and not changing monster damage much at low levels (your first two proposals above) is going to make low levels much easier than they are now.

I probably wouldn't do this below level 10. It's at 11+ in the paragon tier where my players are starting to feel like they cannot be dropped and I'm beginning to agree with them.

Even when threatened, it ends up with battles that go on for two hours.
