D&D 5E How strong is Moon Druid for level 4-9?

Maybe, but a Shepherd druid get more powerful summons and a totem to heal them, while the Land Druid gets more spellslots to cast Conjure Animals / Conjure Woodland Beings.

Which doesn't speak to whether the moon druid is good or not for those levels.

Level 5 is when you get Conjure Animals, which is the Druid Fireball. 8 wolves, or 8 constrictor snakes, etc.. It's a very powerful spell. At 7th level you get Conjure Woodland Beings, which is also super powerful. 8 invisible flying ranged attacking poisonous sprites! Or 8 spellcasting invisible flying pixies. These are really excellent spells. Arguably overpowered.

We don't have a druid in any game I'm involved in, but I'm inclined to believe you. I do have a question though - wouldn't spells like these really slow the game down? Suddenly you have 8 more combatants to take care of... I imagine a necromancer would cause similar issues.

Eh, you have them all go on the same initiative and you roll all their d20s at once if it's one target. It's the druid players responsibility to not slow things down. So "four there...[roll 4 d20], another 3 there [3 d20] and the final one there [d20]." doesn't take too long. Just can't have a player who dithers on minutia of the grid.
