You might be confusing that with that Bob would get another save before being affected for the first time on his next turn. But that is not true, Bob always loses at least one round (if the first save fails), since the second round is wasted to break free. He just won't be helpless for the whole round then.
Of course, sneaky people could argue, that Bob will never get a chance to break free, since he cannot take any actions, and trying to break free of the spell is declared as a full-round action (even tho, that option is specifically listed in the spell description, it contradicts the effect).
