That works just fine. The Zulkir of Necromancy (Szass Tam) is a Lich and a Red Wizard.
 

You forgot about the part where the duplicated high level casters and dragons figure out that they are more powerful than the original red wizard, kill him, and then fight amongst themselves to see who is REALLY going to be in charge...

You forgot about the part where the Simulacrum spell states:

"At all times the simulacrum remains under your absolute command" ;)

0) Find a dumb DM.

D&D is a massive game. There are thousands and thousands of rules to manage. Those rules interact in many different ways. There are hundreds of exploitable 'cracks' in the rule interactions that can result in ridiculous ramifications if a DM doesn't step in and seal them. Any DM worth a grain of salt can find many ways to fix problems like this one. It is part of a DM's job to seal these cracks.
