Human Subrace: Sorcerous Human

I hope this is the right place. I posted this in stages at it developed in the Rules boards. the original thread is here: http://www.enworld.org/showthread.php?t=184478

Here is what I have so far:

Sorcerous Human Racial Traits
• +2 Int, +2 Wis, +2 Cha
• Medium: As Medium creatures, humans have no special bonuses or penalties due to their size.
• Human base land speed is 30 feet.
• 1 extra feat at 1st level.
• 4 extra skill points at 1st level and 1 extra skill point at each additional level.
• Innate Spellcasting: All sorcerous humans can cast arcane spells as a Sorcerer according to the chart below. These innate Sorcerer levels are separate from any Sorcerer levels taken as class levels.
HD Effective Sorcerer Level
1-4 1
5-8 2
9-12 3
13-16 4
17-20 5
The caster level for a sorcerous human is equal to their hit dice.
• Sorcerous humans have spell resistance equal to their hit dice + 5 + their Charisma bonus.
• Automatic Language: Common. Bonus Languages: Any (other than secret languages, such as Druidic). See the Speak Language skill.
• Favored Class: Any. When determining whether a multiclass human takes an experience point penalty, his or her highest-level class does not count.
• Level Adjustment: +3 (+2 in a gestalt game)

More questions:

Is the character's caster level for those spells equal to his character level or his effective sorcerer level?

If the character has a high Charisma, does he get bonus spells? What if he takes sorcerer levels - does he get the bonus spells twice?

At first level, this character will be less effective than a standard second level human character, yet will have an ECL of 4. Does that make any sense?

yes, they get bonus spells. their caster level is equal to hit dice.

I'm thinking of either adding more ability modifiers, like the half-celestial/fiend, or dropping the LA by 1.

Caster level equal to HD should be stated, otherwise I'd have assumed it was their effective sorcerer level.

What about giving them some spell resistance or a racial bonus on saves vs. spells?
