You have to--there's only two at-wills per pact (the pact-specific and Eldrich Blast). The retraining rules do say exactly that:However, nothing says you can't retrain Eldritch Blast or your pact-associated at-will attack at a later level.

No, eldritch blast and healing word are examples, not an exhaustive list. Any power that comes from a class feature can't be retrained, and warlocks are given both eldritch blast and their pact at-will from class features.They say you can't retrain eldrich blast. So you can retrain the other at-will power then?
