Hybrid Avenger OOE question

I'm having a small disagreement with a fellow player on the Oath of Enmity class feature for Avenger Hybrids.

He reads "the power functions as normal, except that you can apply the effect only when you make a melee attack using an Avenger power or an Avenger Paragon Path Power" to mean that once he hits with an Avenger power, then he can use OOE the rest of the encounter as any normal Avenger can. Even with his Swordmage powers.

I took it that you can only use OOE with Avenger powers/Avenger PP powers. Period. Not with his Swordmage powers (the other half of his hybrid).

So whats the correct interpretation on this?

The latter.

The power does not say 'Once you have used' it says 'only when you use.' So, at any time you are not using an Avenger power, OoE does not work on that enemy.

If your friend reads it the way he is reading it, why is he restricting it to the encounter? In other words, by his reading, the very first time he uses OOE w/ an Avenger power, he can henceforth use OOE with any power. That means within the same encounter, 10 encounters from now, 10 days from now, 2 years from now. The only criteria that matters (according to your friend) is that the first use of OOE is that it is applied w/ an Avenger power.

This is the standard for all hybrids. Reference the language in (nearly?) all the strikers and you'll find that their special damage / striker ability only applies with powers from their class / paragon paths.

You can't sneak attack with magic missile as a hybrid rogue / wizard (even though you can as a MC rogue / wizard).

Nearly all. The hybrid assassin does get her striker damage on when combined with other striker powers (but gets less damage compared to a mainclass assassin--2.625dpr from the feature, with a maximum stack of 5.25 every two rounds, as opposed to 3.0625, with a maximum stack of 12.25 over four rounds).

Mostly, with the exception of assassins, you're better of hybridding a striker class with another class that does something which -isn't- buffing up attack powers. Hybrid a non-fighter defender or leader with a striker, and you get to hit hard and still get to do your other thing when it's appropriate. Hybrid a controller with a striker and if you pick your powers well, you've got crowd control for crowds and single-target takedown for big MOBs.

But hybrid an Avenger with a Ranger and you've got a character who can hit you really hard one way...or hit you really hard a completely different way, neither of which are likely as good as a single-classed Avenger or Ranger.
