The setting goes a little something like this:

Setting: planet earth after recovery, new races of sentient half human half animals replaced the humans; this was the result of an uprising against the human in which the Morphs won but in the process lots of the technology and infrastructure got lost the result was a society that was brought back to the 19th-21st century depending on the aspect of technology talking about the most affect by the destruction caused by the GREAT FINAL WAR, in which despite no nuclear devices were deployed, the destruction was immense, one of the lost technologies gave the user the ability to deploy natural disasters on command and for this reason, you will find that even 200 years after those devices were used for the last time, you can still see the destruction and the chaotic climate.

The races I have in mind are mostly mammals with maybe some non playable one that would be considered plagues therefore shot at sight.

I want the setting to have some areas where things are nicer and more civilized while others still present some stereotypical mad-maxian barbarism leaving the opportunity open to be one one side or the other, or none
 

So, in a nutshell, you have in mind a post-apocalyptic "furry" RPG. I'm pretty sure there would be something of a market for such a thing, as its been done in the past. Pallidium in particular comes to mind for the trope. Teenage Mutant Ninja Turtles and Other Strangeness has some supplements that worked with the theme including After the Bomb and Road Hogs; you might check those out for some ideas if you can get ahold of them.

Were you thinking of just a setting for a pre-existing rules set or were you thinking of building an entire game from the ground up. Personally, I would recommend the former to you over the latter.
 


yes and yes... I am planing to have some system as reference, maybe a percentage based one. and all the races are made of more than one animal (besides human) to sharpen certain roles and features.

I get nervous when I think about destruction and chaotic climate. I suppose you could say that the new environment is too tough for humans, too tough for most mammals, but hu-mammals are fit to survive. Still, you'll need some farms...

If it's common for some poor creatures to be killed by being shot, you might need a game system that enables gunshots to be more or less immediately lethal. That'll cut your search down significantly.
 

Humans could figure out to survive there but their current situation is very grim... as they have no allies and and at best they are at an uneasy peace with the Morphs. The climate is still wild but making crops and raising animals is viable, and there's room for civilized societies to thrive.

Chemical warfare was also used so You can expect to have portions of lands that still carry sequels of those weapons.
