2e Skills and Powers didn't cause for 3 new core rulebooks. 3.5e did. If new core rules are made then it is a new edition.

Weren't there revised core books released for 2e?

There was a new printing but the information was the same. They didn't change any of the mechanics of the game unlike what 3.5e did. There was a significance difference between 3e and 3.5e when it came to classes, how damage reduction worked, and the use of skills. There was no major changes between the 2e printings. All they did is kept the same material and bound it in a different cover. No more signifcant than making a second or third printing to replenish stock.
