1. If a character has raise dead cast on them they start with xp half way between the old and new levels.

2. A character returned thought the use of true resurrection starts at the minimum xp for their original level.?

Hey, Willtel, don't forget ...

Bringing Back the Dead: ... The passage from life to death and back again is a wrenching journey for a being's soul. Consequently, any creature brought back to life usually loses one level of experience. The character's new XP total is midway between the minimum needed for his new level and the minimum needed for the next one.
(PH p. 153) Bingo on #1.

The True Resurrection description (PH p. 267) only states that there is no loss of level for the spell's subject. I would venture that, since nothing is stated about XP loss/adjustment, there is none.
