Alara let Ogham take over treatment of the sergeant, turning instead to look at the paper offered by Rotom. After quickly reviewing the receipt, she turned to the gnoll. "Garra's running?" She demanded of the creature. Her tone suggested she had not considered the possibility the gnoll would not answer.

"Sarge," he says softly, trying with his voice first. Then he shakes her a bit, but when that does not work, he raises his open hand...

The gnoll cowered before Alara. “Not running. Job done!” he barked.
Sergeant Vilroy sputtered away as Ogham splashed her with water. She comes up fighting, but then sees Ogham’s faceplate. “The Plumbers,” she said as she rubbed her wrists. “Garra’s leaving the city. You need to get after her! I can take care of myself,” the beaten Watch commander assured them.

Alara's eyes flicked back and forth between the gnoll and the sergeant. "Rotom, would you be so kind as to tie up this gentleman?" She asked. A firm glance at Korra made clear what the wizard believed the consequences should be if the gnoll resisted.
"Since we're in a hurry," she told Vilroy. "This doesn't seem the time to negotiate our fee. But we can count on a generous - and very public - reward if we succeed, yes?"

Then he pulls Vilroy to her feet; a bit more roughly than comfortable, perhaps, but without injuring the sergeant. He looks at her for a moment to see if she stands upright steadily; if not, he will hoist her over his shoulder to carry. If she looks steady enough, he will still insist he accompany her outside at least.
