I read a short story (or perhaps a novella) around 10 years ago or so. Some social archaeologists are "excavating" a landfill (I think around Los Angeles but maybe it's never specified) when they find a skeleton. The police are contacted (I think) and they and the police together continue exposing the skeleton. They find another skeleton. And another. At first the characters think a murderer or serial killer, but as time goes on and more and more skeletons are found, they don't know what to think. Also, people call and write with death threats and warnings to leave things alone. It turns out there are tens of thousands, perhaps millions of skeletons buried in the landfill. At this point, the story ends. It was a "Lady and the Tiger"-type of ending, I guess.
So, what's the name of the story and does anyone have insight, hopefully from the author, as to what was really going on? One character speculated at a possibility, but it was speculation only.
