More importantly i can't see him doing this and benefiting in some unfair way or some way that strains reason.
Worst case senario, a ranger takes TWF style for toughness, but takes only ranged powers/stats etc and then wants to take battle field archer because the TWF PP's don't work with his character (he has low str etc). In this case his only good option is to multiclass to another classes PP. Kinda lame.
So yeah, count me in on saying "just drop the requirement completely". As of yet there is no compelling reason to have it, and plenty of reasonable reasons for it to be gone.
