Implement question

A player's character is a half-elf warlock who chose the wizard spell Scorching Blast with his dilettante power. Said warlock carries a +1 rod of corruption. Does the player add the +1 bonus to hit and damage, since Scorching Blast lists implement in its write up? Or since the implement is one that wizards do not use, is the bonus applicable only to warlock powers?

The rules don't seem to explicitly address this question. I would appreciate any citation of an actual ruling but am also keen to hear individual DM rulings, failing that.

It's only applicable to warlock powers.

PHB p. 131 said:
A warlock wielding a magic rod or wand can add its enhancement bonus to the attack rolls and the damage rolls of warlock powers, as well as warlock paragon path powers, that have the implement keyword.

Scorching Blast is not a warlock power. Moreover, even if your character uses a +1 wand, he doesn't get the benefit of the implement, because the warlock class feature doesn't allow you to use an implement to improve wizard powers at all. You need to take Arcane Initiate to be able to use implements with your wizard powers.
 

Thanks, Kordeth; that was my ruling, as well. The player, however, reads the wording of the PHB p. 131 to refer only to non-multiclassed characters (i.e., the write up you cite appears within the warlock description and subsequently doesn't cover multiclassing exceptions). I disagree, following your logic. If there were exceptions, they would be spelled out clearly in the rules, and that does not happen in this case.

That said, I would probably allow a wand to do double duty for both warlock and wizard powers.
