Is there a magical item in any WotC product that grants a boost to initiative?

I think the most you'll find is something that will boost your Dex. Either way you go, it will be expensive. I have seen entries that allow you to put feats into magic items (possibly 3.0), but that entry eludes me. I'll keep searching for you.

Yes. Look in the OA book. Theres an item in there that gives you +2 initiative for a static price (not a price modifier).

Dont have the book, cant tell you for certain.

Magic of Faerun have the Bracers of Blinding Strike. +6 Armor, Improved Initiative feat and 1 extra attack/round at highest bonus.

If you are looking for a price, I'd set it at bonus² x 1,000 gp.

The Eager weapon special ability from Arms and Equipment Guide is a +2 bonus ability; among other things, it gives a +2 bonus to initative even when it's not being used.
