Improved Metamagic confusion...

1) Does it stack with it's self, or do you only apply the feat once per spell? (ie. could a 17th level caster cast an 8x Empowered Magic Missle as a 9th level spell? Or would the max be 4x Empower that takes an 8th level slot?)

2) Does the caster have to be able to cast the spell normally at the higher slot? (ie a 3x Empowered Bull Str normally takes a 8th slot, could someone who is 11th cast one even though they don't have 8th level slots?)

1) This is unclear. I've hear it both ways with no clarification.

2) you have to have a slot for you to cast the spell.

For #2 I was assuming it would stack and was wondering if someone that is 11th could cast a 3x Empowered Bull Str. Normally it would use an 8th level spell slot, but if Improved Metamagic stacks, then it would only use a 5th level slot.

So if it does stack, could an 11th level caster cast it using a 5th level slot even though it would normally take an 8th level slot?

If it only takes a 5th level slot, then that's all you need.

Of course may be wrong as I haven't kept up to date on some of these rulings.

1) Yes, an 8x Empowered magic missle with Improved Metamagic takes up a 9th level spell slot.

2) No, an 11th level caster with Improved Metamagic could use a 3x Empowered bull's strength, using up a 5th level spell slot.

Mind you, Improved Metamagic is horribly broken, and I recommend using SKR's Incanatrix house rules.
