But in this instance I am trying to emulate a warrior that actually uses a plain wooden staff. One that could be destroyed and created anew without issue.
How about using the Spiked Chain mechanics with this principle? They seem to give most of what you are looking for from your OP.

While true, the real costs for weapons (masterwork or magical) are flat costs, beyond level one (or chargen even) the costs of mundane weaponry become minor. That's not really a big worry.
