At any rate, the timestamps seem to be off. Either that, or it's Daylight savings time, and I missed the memo.

Uh...yeah, it's Daylight Savings time. The memo came out, as usual, in Spring . I show your post as occurring at 11:17 am. That means, for anyone who's not sure what time I'm using, that the very next time the hour rolls over, signup will begin.

(For the record, I didn't originally post whether I was talking EDT or EST because I wasn't sure whether daylight savings time was ending over the weekend, and I was too lazy to look it up. It didn't end, so signup begins at 12 noon EDT).
