Is a wand of Cure Light Wounds Possible?

If so, could you use it at a range (ranged touch attack?) or would you have to touch the end of the wand to the subject?

How about cost at minimum level to create?

Quite possible, and very common. Just use the normal wand making rules. There is no problem putting a touch spell into a wand (it is still Range:touch).
 




there is a wand of cure light wounds in the DMG (pg 206)

it costs 750 gp (so the cost to create would be 375 gp) and works just like the spell (you would have to touch the target)

if you used Reach Spell, i believe you would have to create the wand as a spell of two level higher (market price: 11250 gp, cost to create: 5625 gp)
 

A wand of CLW is not only possible, it's listed in the DMG. Or in the SRD, here. At caster level 1 (the default), the market price is 750 gp.

When you use a wand, the spell works just as if you'd cast it yourself. Since CLW from a caster has Touch range, CLW from a wand also has Touch range, and you do need physical contact with the target.

To do curing at range, you probably want the Reach Spell metamagic feat from Defenders Of The Faith. For a price of +1 level, it turns a touch spell into a ranged touch attack with Close range. If you take that feat, you can craft a wand of Reach CLW, which will have market price 4500 gp at caster level 3.
