Is Cleave Second Target an "Attack"?

Can a fighter mark with it?
Can the target riposte strike because of it?

If you have a page reference either way, it would be greatly appreciated.

There are many different definitions of "attack," 'cos the writers stuffed up on that score.

However ..

Cleave does not have a second target.
It does damage to another creature if you successfully hit the target.

(as already mentioned, no attack roll also)

So the extra damage does not count for the purposes of marking.

No, No and No. As mentioned, because there is no mention of a second target and there is no additional attack roll. The extra damage is a hit-dependent effect, hence it comes in under the hit line and not as an effect.

I can quote the Cleave power at you, but that just shows the negatives. More productively, read over the attack types on page 56, especially Melee. That should answer your quesitons.
