Most of the ECL +1 races aren't that much more powerful than some of the core races. If you take away their 'outsider' type and give them appropriate penalties (for instance, dwarves are off-set with 20 ft. movement) I think most of them can easily be ECL +0 (genasi, tiefling, aasimar). Something like giving the Tiefling the Light Sensitivity disadvantage would pretty much make it a ECL +0 (especially if you give them some negative reactions from NPCS).
I would never give non-ECL +1 characters 2 extra feats...that would just mess up a lot of things (unless they were restricted to skill-bonus feats or something).
