That's the Demilich, in the Epic handbook. They are the state of the badass art in liches. I know, the name's a bit of a misnomer, but they rock on toast.

It doesn't feel like half-anything because it isn't half-way. Lich is the classic, based on a wonderful, horrid monster creation and not some committee created thingee devised at a meeting. Once you go lich you'll be da bitch! (not sure if that is permitted, but we'll find out, eh?) ;)

I hate that 11th level isn't considered "rather high power" by all too many nowadays...

It seeems to me everyone wants everything, and they want it now, and this is one of the reasons its so dumbed down

Liches may have a level adjustment, but they are primarily intended as NPC monsters.

You yourself just said that the most common level for players is 7-15. At level 7, a lich created from a CL 11 spellcaster is a very tough but doable challenge. At level 15, you are just at the point where a 'top tier' lich becomes a tough but doable challenge.

Therefore by making lichdom applicable to CL 11 casters, the DM can uses liches as villains thoughout the most common levels of the game.

I consider 5th level spells to be the baseline for "high level" magic myself. With 5th level spells a villain NPC can teleport, call and bind fiends to serve him in a summoning circle, enslave the will of another person to their whims, steal someone's body, fly for hours at a time, etc. All the stuff you need in a terrifying big bad.
 

Clerics get to one-shot you with greater bolt of glory. Totally worth it! And taking a no-xp loss revivsence is so much worse than missing 1-10 days + travel of adventure time with the party while you recover!
