RuneQuest 6 encourages the integration of the Player Characters with their local culture and community by essentially tying notable advancement benefits to memberships of organisations such as cults, brotherhoods etc. Most magic (and often in RQ settings everyone has some kind of access to magic use) is learned through organisations, and they also give good story and plot hooks. "Go and recover this macguffin, and it'll look good for you for when you next ask for training or promotion."

There are also thorough trading and crafting rules so that can be a more significant factor if you wish it. A trade caravan and its guards etc could be an interesting set-up for an exploring soapbox type game. With these features RuneQuest encourages and benefits from a well-drawn world with a variety of cultures and peoples to actually be involved with, instead of merely being cyphers and Quest-Givers.
