is this a rule?

My group uses that also. Roll a 1, make a DEX check. Fail, and you lose all remaining attacks, and roll on our own fumble table.

I agree it is only a houserule. I don't remember it in any edition I have played in.

And I am the DM of most games I have ever been in.

It may have been a houserule, but I remember playing a 2E game that had a Thri-Kreen in the party with Multiattack (it could make attacks with multiple limbs). In that game if the Thri-Kreen rolled a 1 he lost the rest of his attacks for the round. I don't know if this was an official rule or one that our group made up though.

As for our current 3.5E game, our rule is that if you roll a 1, make a confirmation roll (just like if you rolled a threat). If that confirmation roll would miss the AC of the opponent you are fighting then you have fumbled and your opponent gets an attack against you.

I find that getting an attack against you is the closest opposite to a critical (which is basically equal to getting hit two or three times in one hit). Rolling to hit your opponent also makes the roll scale a bit better with your level, rather than just making a Dex check or something similar.

Actually, it is not in the PHB. It is a variant in the DMG on page 28 under Fumbles.

Specifically, "If you want to model the chance that in combat a character could fumble his weapon, then when a player rolls a 1 on his attack roll, have him make a DC 10 Dexterity check. If he fails, his character fumbles. You need to decide what it means to fumble, but in general, that character should probably lose a turn of activity as he regains his balance, picks up a dropped weapon, clears his head, steadies himself, or whatever."

Most people interpret this, or implement it, as you lose the rest of your turn when using the full attack action, which is a logical extension "lose a turn of activity", which is what we use in are group in addition to some specific thing occurring that I as DM decide on, whether it is dropping their weapon, slipping, etc.
