Is this spell balanced ?

Kalanyr

Explorer
Bolt of Arborea
Conjuration (Good,Chaotic)
Cleric 7
Range: Medium (100 ft + 10/lvl)
Target: One Creature
Components: V, S , M , Eladrin
Save: No
Spell Resistence: Yes

Using this spell an Eladrin calls on the planar power of Arborea to smite its foes. This manifests as an arrow of flickering golden light that flies unerringly towards the designated target and strikes them for damage depending on their alignment and type as displayed on the following table.

Code:
 [color=white]
Alignment Damage
Non-Lawful and Non-Evil 0
Lawful or Evil 1d8 / 2 caster level
Lawful Evil 1d8 / caster level
Lawful or Evil, Undead or Outsider 1d8 / caster level
Lawful Evil, Undead or Outsider 1d10 / caster level

[/color]

Against an evil foe this is holy damage, against a lawful foe its chaotic damage, against a lawful evil foe its half and half. (In a case where odd damage is rolled the extra point is holy)

This spells damage caps at caster level 14.

Material Component: A representation of nature from Arborea (such as a vial of water from the ocean or a leaf from a tree).

Not bad. However, it's not balanced, because only one specific group has it, and the damage output has both an impressive range, and no saving throw, and can be fairly high, at d10/lvl power, at least by normal rules. Of course, under my rules, where practically every hit can cause horribly gruesome injuries that result in death, it's merely average, but that's not really important, unless your campaign also features a lot of splatter.

And clerics really don't need any more firepower as it is.
